Romanian authorities have declared a state of emergency due to COVID−19. Emergency regulations include a series of restrictions. Gatherings of more than 3 people (from different families) are banned. Supermarkets, pet food shops, pharmacies and dry cleaners will remain open, but most other businesses are closed. Restrictions continue to apply to gyms, fitness rooms, spa salons, cosmetics stores, gambling halls and casinos. Serving food and beverages has been suspended in restaurants, hotels, bars at indoor and outdoor locations. Free movement is limited. Individuals are permitted to go to work, if they are unable to work remotely, and to those shops which remain open. Only Romanian and EU citizens and their family members, and foreigners with a Romanian or EU residence permit, can enter Romania. There are exceptions for transits, professional travel, imperative family issues and humanitarian grounds.
