Morocco announced it will partially reopen its borders on midnight 14 July, allowing Moroccan residents to return and foreign citizens to depart. You still can't enter Morocco for tourism. To enter Morocco, you'll need to take COVID-19 tests (PCR AND serological test) within 48 hours of travelling. When you arrive, you'll need to self-isolate for seven days, then take another COVID-19 test. If you present with symptoms when you arrive in Morocco, you'll have to do seven days quarantine.
