If you usually reside in a country that has been exempted by the government than you don't need to undergo quarantine or demonstrate a COVID-19 negative status. You must provide proof you have travelled within those countries in the last 10 days. You can enter from other European countries, but you need a medical certificate confirming negative COVID-19 status taken in the three days before you arrive, and undergo 10 days quarantine on arrival. Non-EU citizens or residents who arrive from outside the EU and the Schengen area are not allowed to enter Austria. Entry restrictions are subject to change and may do so at short notice. Follow the advice of local authorities.
