Norway's borders are closed to foreign travellers who don't have Norwegian residency or a work permit, though some exemptions may apply. Only residents of EU/EEA and Schengen countries may enter without a permit. Airports are operational and you can transit through Gardermoen (Oslo) Airport, but expect travel delays. If you're travelling from a high risk country, you must present proof of a negative COVID-19 (PCR) test taken within 72 hours before you arrive. A 10-day quarantine period applies to everyone permitted to enter Norway, unless arriving from certain EU/EEA and Schengen countries. Most Norwegian ports won't allow disembarkation of cruise ship passengers. Check with your travel provider about disruptions.
