You'll have to enter mandatory quarantine for 10 days on arrival in Guam. If you're transiting Guam for more than 13 hours, you'll also need to go into mandatory quarantine for the duration of transit. You may apply for an exemption if you have proof of being fully vaccinated against COVID-19, or have a negative COVID-19 PCR test result taken within 72 hours before arrival. If you're arriving in Guam from a location outside the USA, you'll also need a negative COVID-19 pre-departure test result. Check with your airline or travel agent for latest information.
